The Defense Department has made plans to deploy 20,000 troops nationwide by 2011 to help state and local officials respond to emergencies. The 130-year-old Posse Comitatus Act restricts the military’s role in domestic law enforcement, but a 1994 Defense Department Directive allows military commanders to take emergency actions in domestic situations to save lives, prevent suffering, or mitigate great property damage. - newsmax.com
1. The Army Service Component Command to U.S. Northern Command* began training for homeland scenarios at Fort Stewart, Georgia, with a final mission rehearsal exercise in mid-September 2008 (they arrived home in April 2008 after 15 months in Iraq).
4. For the first time ever, the U.S. military deploys an active duty regular Army combat unit (3rd Infantry Division’s 1st Brigade Combat Team) for full-time use inside the United States to deal with national emergencies, including terrorism, natural disasters and civil unrest. This was announced on September 30, 2008, and effective October 1, 2008.
We naturally must question the timing of this planned militarization for two reasons:
1. Civil unrest resulting from a "generated crisis" as described by Joe Biden.
2. Civil unrest resulting from the financial meltdown, given the broad impacts of financial collapse on employment, lifelong savings, pension funds, homeownership, etc.

Should there be civil unrest, the Constitution of the United States may be suspended and martial law may be declared by the President and orchestrated through FEMA under the Department of Homeland Security, and the "potential terrorists" could be transported and housed in detention facilities.
There are reports that vacant yet staffed detention camps are in existence throughout the U.S. The detention camps supposedly all have railroad facilities as well as roads leading to and from the facilities (many also with an airport nearby).
On January 22, 2009 (two days after the inauguration of Barack Obama as President of the United States), H.R. 645, the National Emergency Centers Establishment Act (NECEA), was submitted during the first session of the 111th Congress. The bill directs "the Secretary of Homeland Security to establish national emergency centers on military installation;" more specifically, "there shall be established not fewer than one national emergency center" in each of the six areas defined within Federal Emergency Management Agency (FEMA) regions."
